The initiative aims to develop innovative solutions to decarbonise port and logistics operations across the production and use of green hydrogen.
Savona, 28 September 2026 – The Western Ligurian Sea Port Authority, the Sustainable Intermodal Logistics Association (ALIS), Assocostieri, Edison and FS Logistix have signed a Memorandum of Understanding to develop a pilot project for the production and application of green hydrogen at the Port of Savona.
The agreement was signed today in Savona, in the presence of the Vice Minister for Infrastructure and Transport Edoardo Rixi, by Matteo Paroli President of the Western Ligurian Sea Port Authority, Fabrizio Mattana Executive Vice President Gas Asset Edison, Sabrina De Filippis CEO FS Logistix, Antonio Errigo Vice Director ALIS, and Dario Soria Director General Assocostieri. Under the MoU, and as part of the clean energy transition policies promoted by the Ports of Genoa, the partners pledge to cooperate in the assessment and development of technological solutions aimed at decarbonising logistics, operational and energy supply activities across the maritime-port sector.
The project will focus on the elaboration of an integrated hydrogen supply chain, identifying potential users across both landside logistics activities (cargo handling operations) and maritime operations, whilst developing the optimal technical-economic layout for hydrogen production and distribution facilities, in compliance with all the authorisations and regulatory requirements. The potential use of hydrogen to power rail freight transport, including last-mile rail operations, will also be assessed.
The agreement will remain in force until 31 December 2027. Based on the results of the development and testing activities, together with technical, financial and regulatory assessments, the partners will evaluate the subsequent implementation phases in accordance with the solutions identified.
“All the conditions are in place for Savona to become a genuine testing ground for the clean energy transition of all Italian ports. Here we are putting hydrogen to the test within a real-world supply chain, combining innovation, logistics and last-mile rail links to enhance the competitiveness of both the port and the wider local industrial community,” declared the Vice Minister for Infrastructure and Transport, Edoardo Rixi.
“Our aim is to take hydrogen beyond the study phase and test it in a real port environment,” stated Matteo Paroli, President of the Western Ligurian Sea Port Authority. “At the Port of Savona, we have identified a site where the project can be developed, together with a clear roadmap, from design through to testing. We will start by identifying potential users and their effective energy requirements, building the technological solutions to cater for the demand, whilst assessing costs, compliance, safety and performance. The ultimate goal is to provide a testbed to establish, in the port sector, whether hydrogen can be effectively deployed, the results it can deliver and under which conditions it can serve the port and maritime logistics daily operations. This is how we see the energy transition: not merely as a statement of principles, but as innovation that must be tested, measured and, where successful, scaled up to an industrial level.”
The partnership reflects the firm commitment of all the companies involved to support the clean energy transition of port and logistics activities across an integrated ecosystem, bringing together infrastructure, energy, transport, technology and industry.
