Port Operations Office

Care in relation to the companies, as far as they are concerned: the preliminary investigation for the issue/modification as well as the control activities for the authorisations pursuant to art. 16 of Law 84/94 for the exercise of port operations and services; the verification of the requirements and the implementation of the programme of activities by the authorised companies and concessionaires pursuant to art. 18 of Law 84/94; the management of the procedure for the issue and control of the authorisations pursuant to art. 68 of the Italian Navigation Code.

Care in relation to the companies art. 17 L.84/94, as far as they are concerned: participation in the activities concerning the regulation and organisation of port work as well as the regulation of the supply of temporary port work; participation in the regulatory update pursuant to art. 17; the activity of control over the company art. 17 on the basis of L. 84/94 and ADSP regulations.

It carries out activities related to the functioning of the Local Advisory Commission.

It takes care of the activities related to the Compulsory Registers.

It takes care, with regard to port entrances and access permits (Security), of: verification and updating of the regulation on access to port areas; the issue and renewal of access permits to the port; the issuance of temporary permits and the issuance of permits for visits to the port; the issue of clearances to trade in public areas.

It takes care, with regard to port areas (docks and public areas), of: the management of temporary changes to the port road system; the issue of the authorisation to moor and authorisations to port operations on public or third party docks; the issue of authorisations to temporary occupation of public port areas; the issue of authorisations to transfer divers; the issue of authorisation to use occasional helipad.

Security, environment and land conservation office

General information
Security: participating in the Comitati di Sicurezza Portuale [Port Security Committees] (CSP) and in security drills as instructed by and in place of the PFO; signing of the DOS and training, for security reasons, of staff present at port gates who verify activity in those areas; managing contracts with supervisory companies and planning and organising surveillance activities at port gates.


Safety and Environment: managing contracts for services of general interest; participating in Inspection Committees (ex Article 48 Cod. Nav.); in-depth analysis and regulatory updating activities; analysing Safety and Environmental aspects for the granting of concessions/authorisations; updating the requirements for safety and environmental certifications (direct and indirect aspects); issuing permits for the temporary storage of dangerous goods; verifying, appraising and monitoring services entrusted to third parties; monitoring environmental aspects generated by shipyards in port; the safety and environmental monitoring of port services and operations; checks required by regulations for areas subject to IMO rules.


Upon request from the other Offices, and in conjunction with their responsibilities: operational controls on services entrusted to third parties; safety and environmental checks on railway services; monitoring of State concessions; checks on the proper execution of the cycle of port operations and services; checking the correct application of the provisions of ex Article 68 Nav. Cod.; checking the state of the port and areas out with the port.
