Matteo Paroli
Matteo Paroli, was appointed President of the Western Ligurian Sea Port Authority on 25 July 2025 by Decree No. 177 of the Italian Minister of Infrastructure and Transport.
Born in 1969, Matteo Paroli trained as a lawyer, and is an expert in administrative and maritime law, port planning and governance. He commenced his career in public administration and can capitalise upon the wide-ranging experience and professionalism he has gained across the port industry. He has held senior executive positions in Italy’s major Port Authorities, standing out for his ability to combine strategic vision, legal rigour and administrative competence.Documents

From 2021 to 2025, Matteo Paroli served as Secretary General of the North Tyrrhenian Sea Port Authority, which governs the Ports of Livorno, Piombino, Portoferraio, Cavo, Capraia, and Rio Marina.
In his capacity as Secretary General, he carried out the following core activities:
- Coordination of the implementation of the Three-Year Operational Plan and a range of key strategic planning tools;
- Management of the execution of infrastructure and environmental projects funded by the PNRR (National Recovery and Resilience Plan) and EU funds;
- Promotion of the digitalisation of port procedures, the development of the Port Community System (PCS), and enhanced port-hinterland integration;
- Direct participation in Port Authority interministerial and international forums on TEN-T projects, sustainable logistics, energy transition, and customs simplification.
Appreciated for his expertise, high sense of public duty and transparent approach, Matteo Paroli is considered one of the leading figures in the Italian port industry. His appointment as Government Commissioner of the Western Ligurian Sea Port Authority comes during a delicate phase marked by the implementation of strategic projects such as the construction of the new Genoa open-sea breakwater and the integrated logistic initiatives across the Liguria region.
